The 74hc595 is a 8-bit shift register with output latches. It is designed to be used as a 8-bit serial to parallel port expander.
The 74hc595 can add additional digital output lines to
any Microcontroller. It uses 3 output lines on the Microcontroller and
provides 8 (one 74HC595) or 16 (two 74HC595) digital outputs.

Two capacitors (2 x 100nF) and two resistors (100K + 220K) are included together with the 74hc595. Those components can be used to keep the output lines of the
